Procurement Policy of IRCTC

Indian Railways Catering and Tourisms and Corporation Ltd. (IRCTC) is a Mini Ratna (Catergory-I) Central Public Sector Enterprises under Ministry of railways, Government of India. IRCTC was incorporated on 27th September, 1999 as an extended arm of the Indian Railways to upgrade, Professionalize and manage the catering and hospitality services at stations, trains and other locations and to promote domestic and international tourism through development of budget hotels, special tour packages. IRCTC is promoting Tourism through its Rail Tourism portal and by operating Luxury trains eg: Maharaja Express, Buddhist Circuit Trains etc. The procurement policy of IRCTC is as follows:


(A) Being a PSU of Ministry of Railway IRCTC follows the procedures and guidelines issued by Ministry of Railways.

(i) For catering contracts, IRCTC follows Catering policy issued by Ministry of Railways Railway Board details are: .

(a) Catering Policy 2005 .

(b) Catering Policy 2010 .

(c) Catering Policy 2017 .


(ii) For tendering IRCTC follows broad guidelines issued by Ministry of Finance i.e. GFR 2017 and specific guidelines issued by Civil Engg/Stores Directorate of Ministry of Railways..


(a) For material procurement- Compilation of orders of Railway Board Rules for entering into supply contract is followed. For orders issued by Railway Board after 2009, website of Store Directorate/ Ministry of Railway is consulted.


(b) For works contracts- IRCTC broadly follows orders issued by Civil Engg. Directorate of Ministry of Railways, Railway Board.


(c) For catering Contracts: IRCTC follows normal tendering procedure issued by Stores/Civil Engg. Directorate of Ministry of Railways. For procurement through limited tenders for catering service in mobile units, IRCTC invites EOI on monthly basis on tendering site of IRCTC i.e. www.tenderwizard.com/IRCTC. Based on this EOI, service provider are empanelled for providing on board catering service in mobile units.


(d) For the items/services available on GeM, IRCTC follows all the guidelines issued by GeM and procures the same from GeM.


(iii) For financial powers and other issues which are not part of above guidelines issued by Ministry of Railway, Railway Board, IRCTC issues its own schedule of powers. The latest SOP was issued on 31.12.2018. It provides financial power for different levels of officers along with key points to be adhered to.


B) To fulfil specific needs of IRCTC, case to case approval of Competent Authority (CMD/Dir) is obtained with concurrence of finance for any deviation to above guidelines.

  1. Manual on Procurement of Goods.
  2. Manual on Procurement of Works.
  3. Manual on Procurement of Consultancy & Other Services.
  4. These Manuals are generic guidelines (which have been issued in conformity with the General Financial Rules) and execution of contracts undertaken by IRCTC is regulated by detailed rules, guidelines, and orders issued by Ministry of Finance & Ministry of Railways, which are already being followed.
  5. Procurement of Goods: Manual on Procurement of Goods issued by Department of Expenditure Manual on Procurement of Goods., Indian Railway Standard (IRS) Conditions of Contract and other Policy Guidelines issued by Ministry of Railways/IRCTC.
  6. Procurement of Services: Manual on Procurement of Consultancy & Other Services issued by Department of Expenditure , Indian Railways General Conditions of Contract (GCC) for Services and other Policy Guidelines issued by Ministry of Railways/IRCTC.
  7. Procurement of Works: Manual on Procurement of Works issued by Department of Expenditure, Indian Railways General Conditions of Contract (GCC) for Works and other Policy Guidelines issued by Ministry of Railways/IRCTC.
  8. Catering Contracts: Catering Policy issued by Ministry of Railways and other Policy Guidelines issued by Ministry of Railways/IRCTC.
  9. Specific Procurements: For specific cases, approval of the Competent Authority with finance concurrence is obtained for any deviations from the above guidelines.
  10. Schedule of Power: Financial and other powers are delegated to various levels of officials as per the IRCTC Schedule of Power, which is updated periodically.
